UNDP is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 177 countries, working with them on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and our wide range of partners.

In Namibia, we support analytical policy-oriented research and capacity building efforts aimed at enhancing job creation and reducing poverty at national and sub-national levels. 

We contribute towards improved democratic governance in the country by working in specific areas with the governance institutions that provide the best potential to improve oversight, human rights, accountability and participation.

We also focus on building resilience so that Namibia can safeguard its developmental gains and pathways from the effects of shocks – natural and economic. We assist Namibia to better manage environmental risks and enhance capacities needed to advance resilience as outlined in the national development frameworks, with particular emphasis on strengthening national ownership and leadership of institutional mechanisms. We aim to strengthen capacities to deal with and manage environmental degradation including climate change adaptation and mitigation. 

What do we want to accomplish?

We support the Government of Namibia (GRN) in identifying key challenges in meeting its Vision 2030 and the Sustainable Development Goals by improving capacities at the national, regional and local levels.

The programme has two main components:

  • Poverty Reduction and Strategic Policy
  • Energy and Environment for Sustainable Development

In all our activities, we encourage the protection of human rights and the empowerement of women, as well as the consideration of democratic governance and gender equality.

What are our results?

Energy & Environment unit - UNDP Namibia supported the Benguela Current Convention which was signed on 18 March 2013, making it a permanent inter-governmental institution through which Angola, Namibia and South Africa collaborate in promoting the long-term conservation, protection, rehabilitation, enhancement and sustainable use of the Benguela Current Large Marine Ecosystem (BCLME).

Gender Equality & Women Empowerment Unit - The United Nations Development Programme (UNDP) Namibia Country Office is supporting the development of a Masters of Arts in Gender Studies now offered by the University of Namibia since the start of the academic year in 2014.

Governance Unit - That UNDP Namibia supported the Office of the Prime Minister to introduce business process reengineering in the Namibia Public Service as the overarching vehicle for streamlining processes for efficient and effective public service delivery.

Who are the decision makers?

Ms. Kiki Gbeho is the UN Resident Coordinator and the UNDP Resident Representative, while Ms. Izum Morota is the Deputy Resident Representative .The UNDP Operations Manager is Mr. Rheinhardt Doeseb.

Programme heads are responsible for each of the five programme areas – Democratic Governance, Gender Equality & Women Empowerment (Mrs. Sarah Mwilima), Poverty reduction and Policy (Mr. Fabian Mubiana), Energy & Environment (Mr. Nelson Zakaapi). Other managers oversee administrative and support units including finance, human resources, IT, administration, procurement and security. Programme decisions are made in consultation with counterpart institutions in the Government of the Republic of Namibia and donor and other partners, through institutional managerial arrangements established in agreements signed between UNDP and the Government of Namibia.
